With the rule change this year the primary skillset for a kickoff returner will simply be to raise and lower an arm, and then catch the ball - unerringy, consistently, and without fail. A guy with uber-secure hands who runs a 5.9 could fill the role.
Punt returns? Different story. If we get a darty burner with field vision (Smith or Trammel? Don't care which) back there Ilike the idea of starting drives with good field position.
