It's weird, what "unofficially retired" or "in effect" means--

It was not issued "making it retired" but then Von Miller wanted it -- it was "unofficially" retired
but they can do whatever needs to be done to make it official now, send paperwork to the league?
Nothing, just say it's retured? Not sure these even is a process.

but old media guide says this---which is what they mean by unofficial, not issued---
