So I’m pretty sure they can effectively utilize it with the starting OL plus the addition of Davis and Long, not to mention Stafford.
McVay almost got his veteran QB killed. He had two QBs who were not up to snuff getting hammered in that pocket. He didn't have a lot of choice but to max protect.
He will never be a coach for whom it is enough to get more run game potency with 12 sets. Outside of specific situations here and there of course. For McVay to seriously spike 12 set usage he will require pass game potency by his TE options as part of that equation.
