That isn't necessarily true.
Carolina, Houston, and Indianapolis could have all considered Levis and Hooker to be first round talent but preferred the guys they actually took.
And any team with a quality QB under contract (e.g., Philly, Chicago, Arizona, etc.) could have had a first round grade on both guys but went in another direction anyway.
