It could mean a lot of things. But it isn't proof that none of the GMs think Levis has first-round talent in this draft. Teams can't draft every player they have a first round grade on. They can only pick one. So the Eagles are on the clock at pick 9 and suppose they have the same grade on Levis as they do on Carter. And they pick Carter. What does that say about Levis?
For all we know the Rams have a first-round grade on Levis. That doesn't mean they'll draft him, though, does it? They may also have first round grades on Porter and Branch and Mayer and perhaps a few more beyond that. And like you, I hope they pick someone else. But that won't be proof that they don't see Levis as his equal.
In all honesty, are you going to stand by this statement: If the Eagles had a first round grand on Levis they would have drafted him. They passed on him at 9 and again at 30. That's proof that they did not have a first round grade on him
