Cuz it takes pairs of guys to make contact with each other. Paired off, and balancing out the rotations. j
It's not about quality with the very backend of camp guys.
Need to have the bodies to run drills
Of course, they could prove me wrong and not have the full compliment, but I can't remember hearing of other teams that don't run "full up"
