The Rams' situation is different from the Bengals'.

The Bengals are carrying $593,004 in dead money ( [overthecap.com] ) and even after signing Brown the Bengals are $19M under the cap. Once they trade Williams they'll be $31.6M under the cap. (Only the Bears ($43.8M) and Falcons ($34.6M) currently have more than $31.6M in cap space.)

The Rams, OTOH, are carrying $52.8M in dead money this year and have only $8.4M in cap space (most of which will be eaten up by their rookie class).
