In 2019 he wasn't yet strong enough to handle starting. He worked on that and came through very well overall in 2021 (and helped them win a Super Bowl).
But the reality is that, since mid-2019, he has missed 34 of their last 57 regular season games. That is not a trend that is likely to change. It just isn't.
