I think they should just have a non-televised event that includes the skills challenges and they should allow really good access to the players. How about some fan voted one-on-skills challenges. Or, how about some players calling out other players on some of the challenges? Let the centers throw footballs and the QBs do deadlifts?
Moreover, hold the event in a different state every year. Hell, hold it Mexico, Europe or India. For the players, it's always been about a paid family vacation and that's why they loved having it in Hawaii for so many years.
I like the idea of the year in review video to maybe kick it off.
But yeah, I think they just need to take the on the field game type stuff 100% out of the mix. People aren't paying to see the pro bowl because of the "game". They are paying to be able to say they were there and to gain access to some of their favorite players.

  Even better. Just replay the Pro Bowl played in 1980.
