For two reasons. One, they're just not going to pursue the most expensive FAs. Not in 2023. Two, they are going to pursue veterans released elsewhere (see Bobby Wagner, etc.) to fit their compensatory picks formula. Anyone the Rams will end up signing in March and April is still officially under contract elsewhere right now.
