In addition to changing personnel groupings, creative could mean running different plays out of '11' formations that teams have seen and/or changing up the formations/motions on plays that teams have seen. In fact, I'd rather see them do that than take Kupp out, put 2 TEs on the field, and simply run the same play out of the same formation they've been running all year.
It could also mean relying more on post-snap sight adjustments.
