To me it's tough to say which of those 2nd five he's better or worse- I just see him right in the same ballpark. So I guess based on this I see him as at best 7th and at worst 12th? So I split it down the middle and say around 9th. If that makes sense. Just how I see him through 3 years.

Looking at your tier 2 list.

How many of those guys had bad games in bad situations in 2018 yet no one here will question them being listed as tier 2 qbs? I will just look at 2.

In his last 2 regular season games, Rivers had 4 INTs and 1 TD. I doubt anyone would take him off the list. They had a surge late in their New England playoff game but until 1 minute to go in the 3rd quarter they managed only one TD for most of 3 quarters. Even in a late mini-scoring surge (which was essentially hopeless) he was 16 of 34. Does Rivers belong on the tier 2 list? Yes.

What about Roethlisberger? In 2018 BR had 4 subpar games with qb ratings below 80. In those games combined, he threw 4 TDs and 9 INTs. Does BR still belong in the tier 2 list? I would say yes.

But you can bet that with Chargers fans and Rivers, and Steelers fans and BR, there are people questioning whether their guy is really a tier 2 qb.

You never look at just the last game or at just the worst games. All guys have ups and downs. But in the middle of all that you have to try and have a balanced overall view.

At the same time...there actually IS legit room for a range of perspectives. Criticizing Goff is not a no-no. There's always room for questions and doubts along with everything else.
