The only time the Rams scored in the first half was on a field goal when they passed 9 times in row. They have a bad run and it killed the drive and settle for a field goal.
The bad runs and the penalties put the Rams in bad down and distance situations and the Rams couldn't sustain the drive because of it.
2.5 yards per carry isn't going to get you many first downs and the reality is it was actually worse than it appears because there were a couple of good runs in those 11.
Simply put: The ineffective running game was a problem, not a solution.
