All his quotes come across as comparisons to last year. It's not like he was stuck in a jeff Fisher system where they didn't throw the ball around. At some point a perrenial underachiever like Watkins has to face facts that not becoming an elite receiver is on him - not on the variety of coaching staffs he's played for.
You see a guy like Hopkins in Houston and think about all the clowns they've had throwing him the ball over the years - he's the real deal.
What he said is now he is learning more than one position.
Watkins is saying he is being used to do more things now than before (in either Buffalo or LA).
That does not mean he never knew the playbook.
