There are a lot of different ways to apply that concept. I'd prefer that ALL players drafted by a team get some kind of uniform discount. Say, 75% of their compensation counting against the cap. That would reward good drafting and reduce player movement, at least for a core group of players. Andy Reid has always put a priority on the O-line and his lifetime record is pretty impressive. The Rams apparently believe in developing 3rd through 5th rounders. Yes, that seems to be their strategy. And while they've been pretty successful with it overall, it's difficult to get an elite talent that way.
