well technically, Rapp was 14 yards deep at snap, he was backpeddling to the 30 yard line at snap. Your screenshot is like maybe 1 second early. That's just how they play. One of the reasons why they are the #1 rushing defense, but not great against the pass. 10-15 yards was consistently open as Ravens took away the short and the deep.
