Perhaps the thinking was something like this: The Rams are good enough now to win with Keenum (based on the defense in general and the Dline in particular, Gurley & the rest of the RBs, and the improving OL). I think the NFL wanted to further discourage teams from running the ball out of the end zone on kickoffs (and giving them an extra 5 yards for taking a knee might do that). But I think what will happen is exactly what you said: teams will try to kick off to the 5 yard line and then try to pin the returner inside the 25. Is it possible that some of those underthrows are the result of something other than lack of arm strength ... like not having his timing down with that particular WR so he simply throws to the wrong spot? Or perhaps he had trouble reading the play fast enough and threw to the right spot a split second too late? I think the games 4-6 make sense but I'll add my own 2 cents: Goff's first start will be at home so he has a home crowd behind him rather than having to deal with a hostile environment on top of everything else. Looking further, game 4 is at ARI & game 6 is at DET. But game 5 is at home against BUF. I think the Buffalo game will be Goff's first start. Personally I think Joyner and Sensabaugh are seeing so much action at CB so the rams can figure out whether either can play the position at the NFL level, not to see which one should start opposite TJ.
