I think the NFL wanted to further discourage teams from running the ball out of the end zone on kickoffs (and giving them an extra 5 yards for taking a knee might do that). But I think what will happen is exactly what you said: teams will try to kick off to the 5 yard line and then try to pin the returner inside the 25. I agree that more KO returns will result from this rule change, not fewer.
