Yes I get a band like Foreigner who replaces everybody as a sham, but bands are constantly changing and have different line ups
if I saw The Allman Brothers without Duane in 1977 is that a cover band?

Van Halen without David Lee Roth but Sammy Hagar?
Chilli Peppers without Frusciante????
Ozzy without Randy Rhodes? Heart, Wings, Tom Petty, Metallica almost every band has a ton of turnover and with big people leaving
I have seen Fleetwood Mac tour without Christine McVie and again without Lynsey Buckingham....they quit and came back....sure I would like to have seen the original, but with the volatile world of rock 'n' roll that is often not the case
I did see an older complete version of the Eagles play, but also partial bands of Foreigner, Journey, Kiss, Boston and enjoyed them
as for Journey....Steve Perry quit in the late 80s (he did briefly rejoin the band), but there is a second Journey and they are good (seen them both).....are they just supposed to disband for 40 years?
