Even if Diana and Charles had not been divorced, Diana wouldn't be the Queen. She'd have been the Queen Consort because she was the wife of a reigning King. You have to be a female born into the royal family and ascending the throne in succession to be "The Queen". Camilla, Charle's wife, will be the Queen Consort. However, even though Queen Consort is Camilla's official title, for the sake of simplicity, she will be addressed and called Queen Camilla.
