I don't know what or how the computer figures how much unemployment a worker is due. I think for many small businesses employers would rather their employees stay home because, while the employer has to play a tax for unemployment benefits paid to employees, it's still cheaper than paying the employees their full salaries if they come back-which of course is a plus unless the economy is at full tilt. So until the economy gets better-which it will-its economically more than just feasible for them to pay the tax and have the employees stay home.
