Well, I know they exist here in St Louis. Frank takes our lawn mower in every year to have the blade sharpened and for annual maintenance. In fact, he just picked our mower up from the shop a couple of days ago. We've never had to have a wheel replaced, but if we did... I'll bet they could either do it or tell him where to get it done.
