Although I don't know absolutely for sure.. I did live in San Antonio for almost a year and it was HOT.. weather seemed more consistent there.. Houston is HORRIBLE.. You don't' want any part of Houston.. Hot, MEGA humid and you can't drive ten feet without getting into a traffic jam.. its horrible..

Absolutely the best place in Texas - and where I'd move if I ever moved - would be New Braunfels.. look it up.. beautiful scenery with the rivers and springs.. lots to do and probably less than an hour to either Austin or San Antonio.. San Marcos would be nice, as well, but its a college town..
