What you have so carefully laid out there is a quite typical ISP interaction, IMHO.
I don't envy you the job of research ahead of you. I'm sure your hometown has many option. In my case it's 2.... Microwave or Satellite... and I include Satellite only because it IS available but if I had Satellite I'd go thru my monthly data allotment in one day, so it would be one day of fast internet and then 30 days of dial-up modem speed.
