that he never got the option to hover down.. What you theorize makes sense for why he would descend - I'm just wondering why he didn't communicate that to the tower since he was doing the opposite of what he told them he'd do..

I'm also kind wondering if his altimeter was jacked up, but I'm pulling at straws here..
