I think that may well be true. My theory is that in "smaller communities" you see the same people again and again and that breeds familiarity and that in turn breeds more family like relationships. In larger communities you seldom have that mental or physical closeness so its simply not as easy to feel as empathetic to people. Anyway FWIW that's my take.
