"Likely because its always on Sunday and the Federal government is already closed that day. In some locations the Friday before Easter (Good Friday) is a Holiday, (but not on the Federal level) ...if the Federal Government officially recognized Easter and not other Religious Holidays it could violate the Seperation of Church and State clause of the US Constitution. Christmas can easily be recognized because many mainstream religious holidays fall around the same time."
