Here's why:
Lets assume the Giants and Dodgers are neck and neck in the stretch. The Reds are playing the Padres who are terrible. He bets a ton of money on his team-the Reds-to beat the Padres the night before the Reds open against the Dodgers in a short series. In order to insure the bet pays he starts his ace picture against the Padres who goes sufficient innings to where he can't start against the Dodgers. How would you feel if you were a player on the Giants and knew that the only reason Rose acted in a way that impacted the Giants was "the bet". To me that goes directly to the issue of integrity of the game.
Many other examples can be seen. What if he has a player under "load management" who hits the Dodgers very well but Rose starts him in the Padre game and can't start him against the Dodgers. What he's doing is affecting other teams as opposed to the one he's playing (Padres) by making decisions to support "the bet". His duty is not just to "the bet" but to the league. That is what we call integrity.
Not a baseball fan but that's the best argument I've heard for why he shouldn't be in.
