They make testers for small engines that just plug between the spark plug wire and plug, and you watch and see if there's a spark when you turn it over. They just cost a few dollars and might be worth trying. If you see spark, it's not ignition but if you don't see spark it may or may not verify an ignition problem.
Not at all sure they work on car motors with electronic ignition, etc. but you could do some googling and see if there are some for cars.
sstrams also made a good point, if it's a carbuerator it's easy to see if it's fuel... take the breather off, look into the top of the carb, work the throttle and see if it's squirting fuel. Or prime it, or try some starter spray.. If it's fuel injected (and probably is), not so easy. But starter spray into the air intake might tell you something even if it's injected. Just be careful with it!
