Yeah, that happens...

in High School I've begun to think 'assumptions' are the rule and not the exception.

As you know I took video of 6 games per week, (HS and Youth), for geez....12, 15years? That's a lot of games. In that time I saw dozens of calls made where the official wasn't even looking at the "so called" penalty but instead turned to see a player down and just 'assumed' it must have been a penalty. Maybe fear of missing a flagrant penalty? I don't know... but it's very common.
