Is that he's a classic SS. Just like Rapp. So when he and Rapp are out there as a pairing we have two guys geared for the box and zero ability to play over the top with anticipation.
Rapp is gone in FA. This means Scott can serve in that role on most snaps vice him or Rapp being asked to play over the top. So I think Scott will be kept around and keep developing.
But the need remains to have someone next to him in the pairing that can move intelligently pre and post snap and allow the DC to play mindgames with some threat. Someone who has ball skills and is a threat to intercept the ball and flip the field. Even after we add that someone it's not as ideal as a pairing that can do a bit of each, which is what Staley had going in his one year as our DC. But it is better than what we have.
