NFL teams don't 'pack it in'. At least not the good ones. There are performance incentives, careers to think about. You've played a little more than half a season and now it's time to quit? Great, see how that holds up next year. Could be attractive for free agents - 'don't worry' if we lose some games, you can get paid and just watch the games.
Seriously, there is not much historical precedent for this. Unless you count the jack-a owner of the Dolphins who tried to bribe the coach to tank (supposedly).
