He obviously was interviewed by authorities. He gave a statement and that is part of a "police report". Now if HE filed a police report that simply means that regardless of his own misconduct he believes Wagner's use of force was overboard.. Other than that we don't know. So far no evidence that he intends to file any kind of suit. If he does he has to prove injuries and there doesn't appear to be any. Lets not make something small out to be something big enough for this board.
