He filed a police report. He's not seeking "recourse". He was taken into custody and required to answer questions unless represented. The so called "police report" may very well turn out to be the report the authorities filed in which he answered questions voluntarily.
In any event the police report is nothing more than a beginning for the D.A. to determine if there can be a criminal case against either Waggoner -highly unlikely-or the fan. No recourse for the fan.
