With the Cap situation it is clear that Havs was the number 1 priority. Higbee would have to be #2 and it may not be possible to resign Higbee which will be a big loss. Edwards is at best a decent starting guard who can play tackle in a pinch. Certainly he is useful and good to have on the team but not as a high priced vet. Hopefully he will earn enough on the open market to bring a good draft pick in return.
