Why no D-line rotation?

Forget all the other positions and snap concentrations. The Bills rolled 8 guys up front continuously so they always had fresh bodies. Yet Copeland and Hecht barely saw the field. Also why not rotate in Thomas at olb? It's 95+ degrees and the D can't get off the field on 3rd down - it seemed to work for the Bills pretty well and it's not like all 8 guys are great players.
