Hardy made the initial 53 man roster even though he was injured. The Rams apparently expect him to play this year and because he got injured in camp he had to be on the 53 before going on IR in order to play this year.
As a player who got hurt in camp, if the went on IR before the final cut down he'd be done for the year. (See Bruss as an example of that.)
Now the Rams can pull someone up from the PS or sign anyone who has cleared waivers to the 53.
