I could see the Rams putting a package in for Perkins with and without Stafford. Line him up as a RB or Slot with a run pass option. Put him in for Stafford in a wildcat to surprise the defense. That way you could keep him active and let Wolford be the emergency QB if both QB's are hurt. At least we would have another another contributor on the roster which makes keeping 3 QB's more palatable. If Stafford gets hurt you can make Wolford starter in the next game. Just a few thoughts on how the Rams could be creative in justifying 3 QB on the Roster.
