Also it errs on the side of having a WR3 ready to roll out against the Bills week one. If he's a liability in some other way it's not as bad as having him injured, which is why he's held out.
If he gets hurt during the first few games, Jefferson can replace him soon after.
It's just math, in my opinion. He may not have "earned a pass" ... but right now he's a top 4 WR with Jefferson out.
