I'm not sure why the article doesn't mention it but besides Ramsey the Rams can also restructure Donald and Kupp in 2023 and clear around $20M in cap space between the two of them. Added to the $12.7M they already mentioned for Ramsey there's nearly $33M in cap space available if the Rams want to get the most out of all 3 guys.
They have even more options in 2024: Here's a list of guys and a ballpark of how much cap space the Rams could get with a restructure:
Stafford: $23M
Kupp: $10M
Ramsey: $9M
Floyd: $9M
Donald: $6M
Robinson: $6M
Noteboom: $6M
I know the Rams won't restructure all 7 guys, but there is around $70M in cap space available if they need it.
Maybe the Rams can get their heads above water in 2025: they currently have $161M committed and the cap could be $290M. (The cap is $208.2M in 2022, and according to overthecap.com it will be $225M next year and $256M in 2024.)
