That would then be Jefferson, Kupp, Harris, Powell, Robinson, Skow & Tutu?
With Harris and maybe Powell on the bubble.
I say Powell because they might not want to keep a second 5-8 receiver who is only a part time return man. Especially if Tutu somehow proves he has return ability.
