Why can't it be as simple as deciding the guy's not good enough?

I don't think some of these roster moves are strategic. I think it's only that they have made a quick determination that the player isn't good enough, doesn't have the right attitude, maybe has a medical issue, doesn't fit the locker room... stuff like that.

Sure, sometimes it has to do with following some kind of rule, but it's not fathomable to me that some guys they pick up just don't work out.
