They all had to clear waivers before they re-signed with the Rams. Maybe the Rams wanted them to go thru that for some reason? I have no idea what difference it makes, but maybe there's something ...

Or maybe their new deals are different than their original ones somehow. Perhaps the original contract terms can't be changed without cutting them first?
