I thought the same, and it was probably weird but even though Kupp was Goff's favorite too, he wasn't a good enough QB to just go to his favorite he had to use everything at his disposal. The very good to elite qb's can just freeze people out as Brady has done, or just focus an overwhelming number of targets at his favorite as Rodgers has done. I imagine for Woods it wasn't great to go from 1a or 1b all the way to a pip as in Gladys Knight and the Pips.
That being said if I was a receiver and I hear about Kupp and Stafford's extra time, and then notice the result I would want in on that too because Stafford has a reputation of getting all time NFL great seasons out of his receivers. I am sure Woods would have been doing the same this offseason if he were still on the team.
