He's fair catching punts. i.e., he's on the punt return team when the only options are to fair catch the ball or let it go into the endzone. And Powell is in there when the options are to fair catch the ball or return the punt.

Based on that observation it seems like the Rams trust Kupp more to make that decision than Powell. (And I'm not saying I agree or disagree. All I am saying is that's what the Rams are doing.)
