Kupp has 18 fair catches this season.

And 1 punt return.

On that one punt return the ball hit the ground, Kupp caught the ball on the bounce, and scampered out of bounds untouched for an 8 yard gain.

When Kupp is in there he isn't returning punts, he's fair catching punts.

That being said, if Powell is the punt returner it wouldn't break my heart if he was in there for the fair catches, too.
