Ball security, that's why. Punt returns are different then kickoff returns and if you've never done it, you can't usually just learn on the fly. I like his speed, but that does not mean he would be able to handle punt return responsibilities.
From what you have seen so far what makes you comfortable with anyone we have put back there so far.
