Jefferson is a good receiver. He has excellent routes, his hands look good, he also seems physical as a blocker, really high football iq. With all that said he is definitely a 3rd wr. He doesn't have the explosive which is fine but he doesn't have that big play ability like woods and kupp. His yac isn't going to be like the other guys. He is a first down machine and solid red zone td guy. Perfect compliment to woods and kupp.
