As things currently stand the Rams
do not have the cap room to trade for Jack. But there are things the Rams can do to make room.
Step 1: what would Jack cost the Rams under the terms of his current contract? I've seen some claims about his cost that are inaccurate. Here's the scoop on what the cap hit would be
for the Rams over the next three seasons (assuming a trade on Nov 1 or Nov 2):
2021: $5.28M
2022: $10.75M
2023: $11.5M
So, why is he not a 12 or 13 million dollar player? Well, he is. But only for the Jags.

The workout bonus for 2021 has already been paid: the cap hit for that would stay with the Jags. And all the prorated bonus money for the duration of the contract would also stay with the Jags, even the amounts shown for 2022 and 2023. (That's because the Jags paid Jack a $12M signing bonus in 2019. He got $12M then, but the Jags spread the cap hit over 5 years at $2.4M a year. Since the Jags paid the bonus they get to eat the cap hit, to the tune of $4.8M in dead money in 2022.)
The Jags will have already paid Jack his first 8 paychecks of 2021 if a trade goes down on 11/1 or 11/2 - the Rams would be on the hook for the remaining 10. With a $9.5M salary Jack gets around $527,778 a week for 18 weeks so the Rams would pay Jack around $5.28M for the rest of the season.
For 2021 and 2022 the Rams would pay Jack's salary and workout bonus, which total $10.75M and $11.5M respectively.
The current issue: the Rams have around $5.2M in cap space in 2021 and can't absorb that $5.28M hit as things stand. And in 2022 they currently have around $6.1M in cap space, again not enough room to fit Jack's cap hit.
So if the Rams wanted to trade for Jack they'd either have to create cap space in 2021 and 2022 -or- restructure Jack's contract to reduce his cap hit, at least for the 2021 season.
Among the things they could do to make more cap space in 2021: extend Stafford and convert his remaining salary this year to a signing bonus. That could free up around $4.2M in cap space this year. And in 2022 the Rams can restructure Donald and Ramsey and get close to $23M in cap relief.
And as for Jack's contact, they could convert his remaining salary in 2021 to a signing bonus, add a couple void years, and reduce this year's cap ht to $1.056M.
