My brother who lives out there told me that there was a plan to crack down on the homeless situation especially on the direct beachfront areas. The hang up had always been LA County's strange stance on letting these homeless be wherever they wanted to be, causing all kinds of problems.
Those are beautiful beaches and they need to be clean, safe, and enjoyable.
